M2pro/max gpu can sustain more than 1 minute full load because of their cooling system and power efficiency combined , while here in a thin laptop with 4070 ..get real you will get performance of an 3050 after 1-2 minutes

For comparison curent rembrandt 6800u has 1331 single core and 7042 multicore without any Connection and it cost around $1000, then you want something with twice perfomance for less than $1000?
And there is huge difference between gen 3 and 4

we really need ARM chips in Windows laptops, because both Intel and AMD x86 CPUs are horrible at battery life

Again Microsoft wants to be Apple but they cannot, they dont have the integration and developers on their side for arm
I had the surface pro x and another arm laptop....the translation it cuts 40% of the native power, while Rosetta 2 cuts 20% at most. Developers without being forced by Microsoft, will let arm widnows on the last thing in their books

Adreno 740 in its curent form can match gtx 1050 and its almost as powerfull as Rdna 2 gpu in Rembrandt, with around 600mhz clock speed, overclock it to 900mhz-1ghz it going to to match or surpass rdna3 which will be Mainstream in 2024.
Cpu wise they target 2000 geekbench single core, with 8 of these cores and 4 E cores it wont be inferior to any ultrabook cpu of 2024, unless Meteor lake bring wonders it will be fine against zen 4 lineup.
