Qualcomm is just too small and irrelevant to be compared with Samsung.
Samsung can create their own chip. But qualcomm cant create their own successfull phone.

Small company qualcomm is not irrelevant without the help from big company with biggest marketshare like Samsung.

Yeah yeah, Exynos having even average sustained performance is a pipe dream.
Who else remembers how much Samsung was hyping the "new" Exynos processors (when they "reset" from the old 9000 series to 2000)? Then it turned out that even the new series' chips were crap.

Samsung is struggling to make its exynos chip better but snapdragon is always the boss.
