We don't want a situation where it is only samsung again who makes rollables outside china for the first five years.

We need other companies too not just samsung again, in rollables. Otherwise we will face the same situation like in foldables. Samsung took five generations to reduce the gap in its fold because of no competition to its fold in the west. If it's rollable won't face any competition innovation on its rollables will be very slow.
Other companies need to do r&d on rollables. Apple too. There is no rule saying that you shouldn't do rollable until you do foldable. One can go directly to rollable without doing foldable. Chinese companies also need to do research on rollables and if they started...they need to pick up speed.

That is what the diameter of the rolled part of the screen is.
