Performance, per say is the signal strength here, while the power output also concerns the battery, as it's the juice for the modem in the first place even if the power consumption underwent a negligible change.

No, it has nothing to do with performance or battery, it just makes the signal strength a TINY bit weaker which won’t matter in 99.99% of cases, unless you were in a remote area and barely getting a signal before that
