(Exynos 2400 uses Arm Cortex X4 clocked at 3.2 GHz/ SD 8 Gen 3 for Galaxy uses Arm Cortex X4 clocked at 3, 4 ghz) exynos 2400 for example clocked at 3.6 GHz. It's possible that the performance exceeds that of SD 8 Gen 3 for Galaxy

(Hopefully the 4LPP+ fab is much better efficient than 4LPE, using SoC Exynos 2400- Exynos 1480- Exynos 1430- Google Tensor G4) although I still don't know what type of CPU the Arm Cortex uses, for example using the Arm Cortex A78 again. soc higher than Mediatek dimensty 1080 (use arm cortex A78/ clock 2.6 GHz)

Even the S20FE Exynos cost 450 dollars. Yeah, is far worse and you want to buy a 2nd hand phone.

That was truly a very good device, I'm happy to have recommended it in my circle of friends when it was on sale (279). Since then, it's a downhill and not in the good way 🙊

Samsung will probably never make any A-series phone so good again.
3.5mm Jack,MicroSD support is probably never going to return also.
So right now you can go for their previous gen flagships if you want Samsung only.
But if you can use other brands then Nothing,Pixel,Moto Edge,OnePlus R...these devices are recently proved to be good for their price.

Here in india during recent sale A54 was for 30-33K while S22 was for 38k, Nothing Phone 2 for 35K, Pixel 7 for 37K, S21FE for 29K, iPhone 13 for 40K...all these are far better devices just for little higher price.
Clearly Upper mid-range phones are not appealing at present. Previous gen flagships come with Performance,Camera,Build & Exclusive features that no midrange can't offer, and with recent trend of longer software support has made this even more appealing.

By the time A55 comes out in Feb 2024, used S22+ should have gone down to around the same price as a new A55. S22+ will blitz through all your requirements, especially if you can get the Snapdragon variant.
