1, higher clock speeds doesn't mean its running at that speed all the time, it only runs at that speed when required.
2, the chip size and optimization play more of a role on battery life than the clock speed ever will.

Why? After I see geekerwan's video about 8 gen 3, I think overclocking GPU for phone is stupid. These GPU is using nearly twice amount of power just to get about 30% more performance.
Adreno 750 is already the most powerfull and efficient smartphone GPU, there is no game that actually able to use the full potential of it.
