Happens all the time, Europeans have done that to the Americans in many industries and vice versa, only difference is that usually the Europeans have to suck it in quietly. While hampering the Chinese plays on the anti-China vilification they have been drumming up for decades, so its easier to sell. Not to mention, they shot themselves in the foot with Russia, so they have to hamper the cheaper Chinese product because now their own products are far far more expensive due to their energy crisis.
