On an iPhone with local SIM, probably not, as your phone is still connected to the local cell towers and uses GPS.

In fact, what the EU required might be against the regulations of some countries where certain apps might be banned. So Apple is simply following the rules of different countries around the world.
Want freedom of sideloading? Use Android. Why is this a problem?

And inability to update apps already existed in iOS if you download an app using a different Apple ID. Unlike Android, iOS only supports one Apple ID. If you switch your Apple ID, apps downloaded using the previous Apple ID might refuse to update. This is not new. So Apple expanding this to adopt the new EU regulation shouldn't be a surprise either.

Well, I don't use iOS because the apps that help me explore the world, including all the areas without cellular reception, work better on Android.
They worked even better in Android 9 before Google crippled microSD performance.
