It sounds like you read the news about the patent dispute between Oppo and Nokia over future payment rights and thinks it applies to every scenario.
Phones from China are more expensive in the US or Europe because of local taxes, additional operating cost in another country compared to home country or somewhere closer to the manufacturing base.

Apple's check probably bounced.
Locking customers is not illegal. Gaming Consoles have been locking customers to only their own approved games for decades. Even razor blades have been locking customers into only using their own replacement blades. Then there's medical equipments who have been locking customers into their own propriesupolies for eons. Then there's the whole entertainment industry with their DRM.
Apple lawyers can simply argue its about protecting intellectual property. If Apple loses, it's a huge precedent that will affect literally the whole US consumer markets that relies heavily on customer locking.
I mean Apple then can sue all merchants who refuses to accept Apple Pay and other payment gateways as anti competitive. It goes both ways.
Tim Cook just need to sign the check to make sure it clears.

Many chinese phones were not officially imported to US and Europe likely because chinese companies only want to pay patent fees and license to some of their phones.
Thats why almost every chinese phone is more pricey in US/Europe compared in other regions.
