If these 2G phones are designed mostly for US government employees, and the 2G transponders are redeployed or recommisioned, including huge quantity of unofficially decommissioned older 2G towers, then this might make some barely paranoid sense. Given, US interests start throwing away suspect 5G, power line data grid, and other technology that is used for US political and command security, all the way down to the precinct localities of whatever misc states structure, reverting to a phone that works even twenty miles from a 4G sat uplink, or just a 2G tower on the horizon just might make an economic mininimal sense to deploy or redundantly redeploy 2G.
Looks like seriously absurd effort so far seeing the redesigned HMD out of Nokia for US government interests.

4... moreShutting down 2G networks simply requires first replacing a mass of sensors and remote IoT devices. This is why 2G remains in use in my country (Finland) today, while 3G was closed down long ago.
2G modems are cheap and network coverage is achieved in remote areas where few people live.

We're currently in the 2G sunsetting era.
Meaning, when the usage of 2G is very low in certain area, that services will be shut down, or downgraded.
Buying a 2G only devices meaning that the user need to understand that their device might be become bricks soon.
