It means whether you upload to cloud servers or not they will upload to their cloud servers irrespective of users choice. Just like google chrome private tab case, in which private tab was only in name but in reality Google ware tracking and storing everything.
Best thing is to keep / generate only those things in your phone which you are ok with. (Never keep anything sensitive in an electronic device).

This shouldn't be swept under the carpet. We need more just a fix but an actual explanation from Apple. Users expect deleted data to be actually deleted but now it seems that is not the case.
