I’m really glad that Android phone manufacturers are starting to realize that most people would rather use older flagships than new budget phones, especially since people are becoming more conscious of their tech consumption and how it impacts the world. $250 for a pixel 6a isn’t the best deal, but guaranteed security updates until July 2027 on one of the best Android phones of 2022 will attract a lot of people who don’t necessarily feel comfortable buying used on sites like eBay and would prefer the peace of mind of a certified refurbished phone.

Just "careful inspection" is not good enough. That simply means we put used units in a box without much thought and sell it again to gullible consumers.
Proper refurbishment would be replacing the battery with new one. That's what Apple did.
