Google Messages will gain the ability to send original quality photos over RCS

Users will get a choice between sending compressed images (faster, less data used) and original quality (better quality, obviously, but it uses up your data plan).

yeah but what about the receiving end, what if receiver doesn't have a lot of data in their plan, do they have an option to refuse the image? do they have the option to receive a compressed version instead? or is the full size image forced upon them.
