No sim lock but i bet U have to buy it under contract. like an 18month contract of their highest package. In the end U pay for the full cost of the phone anyway. There's alway a catch.

no simlock means that the phone can be used with any carried internationally.
o2 germany usually does not put simlock or branding on their phones (except XDA or prepaid), that is what makes them interesting.
They only add some bookmarks, connection settings and sometimes O2 background.
buying touch hd at o2 germany without contract is speculated to be 570 EUR.
