Europe is not one country, on the contrary, every country has various rules except rules that are governed in the EU, but even there only a part of those rules are the same and even then, individual countries can and usually do ask for exceptions from those rules.
And I do live in a european country and we do state VAT separately, you always see the price of phones (or pretty much any item) including and excluding VAT. Just like in the US. The difference is that taxes in the US are so low that you can buy many items 20% cheaper on average, that includes all electronics and cars.
