It's no different then when there is a runor of a specification or a feature before the release of a phone... But when it's officially announced there feature is not included. So it was never going o be there.
Samsung never said the S4 and Note3 would get use of full 8 cores.
It was released as BIG.LITTLE. Aka...ONLY $ AT A TIME! It's doing exactly what it was promised to do.
And if you need it that bad then wait for a kernel that will do it

it's heart is powerred by 8 core chip, yes they don't work all of them if the task requires it, 4 max, but hey...maybe by a future software you could unleash all of them? samy's answear - hahahahahahahaha, you customers are so funny, let me tell you again, hahahahaha, you expect us to "kill" our next big great product with 8 cores?hahahahahahah
the plastic around the screen is matte and has a brushed metal texture, yeah we know, fake but hey
the sides look like a grooved metal strip, but that's plastic too, yeah we know, fake but hey
the back is made of Faux-leather with faux-stitches, yeah we know, fake but hey we put so many plastic in this and our special flavour of fakeiness in it, we are trully amazed by how people are blind, we shall continue this for as long as we can because we sure like a good laugh...hahahahahaa

This is why I'm waiting for a Nexus 5, if Samsung is waiting to upgrade the GS4 to JB 4.3 this fall, that means it will be 6 months or longer before the S4 sees KitKat.
