Android 4.3 now available on AT&T's Galaxy S4 Active

The Android 4.3 Jelly Bean OTA update is now seeding on the Samsung Galaxy S4 Active for AT&T.

Shouldn't it be 4.4 instead of the "old" 4.3 keeping the fact in mind that S4 is not even an year old flagship....
