No 48 MP smartphone can record 4k (2160p) video at 60fps except Samsung flagships having 12 MP camera which can record 4k video at 60 fps. All others can record 4k video at 'only' 30 fps and thats the difference between Samsung 12 MP camera vs other brands' 48 or even 64 MP camera.
