If your country telecommunication rules said any sort of voice recording on phone call is a type of breach of privacy, then the function is automatically blocked. Some countries don't apply this rules. Don't forget, Samsung need to cater to over 120 countries around the world with differences in rules and regulation in each countries. Some countries don't have Google services, some don't have radio function, some don't have LTE capability. It really truly depends on each country. Thats why Samsung make so many phones.

First of all: You buy a premium phone then tell users they are dumb if they don't run around searching for free WiFi - that lame users use LTE? To top it off you are saying we need to connect to DSL? Who uses DSL anymore?
Second: You claim 24 hours + on a daily charge? Dude, I have 2 Note 5's and neither one of them even show close to 24 hours at "full 100% charge." So you have some special version the rest of us don't have?
Starting to think you don't even own the phone at all with the way you talk.

Warning warning
I have note 3 and note 5 Samsung blocked the call recording capability on many Samsung phones
I contact Samsung by email also went to the service center also called customer suport all of them gave me the run around without any solution my advise if call recording important to you do not purchase Samsung you will not be able to record calls using Samsung note 3 or note 5 with lollipop software it was available on note 3 Samsung blocked it

My previous phone is Note 3, it is the one that is an epic fail because it gives me only 6 hours of battery juice plus another 6 hours for the spare battery equals only 12 hours where Note 5 gives me more than 24 hours in single charge with non-removable battery and same activity for both phones. Note 3 doesn't even beat half of Note 5 battery endurance.
Even with two spare batteries, still will not beat Note 5. What a pity...
