As long as it has a sim card slot it will work with Gsm, 3G and even 4G networks. Also for 4G to work, the LTE bands used by the carrier in your country must be suported by the version of the phone you buy. In case of the Samsung Galaxy S6 edge+ are 3 different versions: G928V (Verizon); G928P (Sprint); G928R (US Cellular). You can check the bands here:

Medo, 31 Mar 2016Hello guys wanna ask plz If i buy S6 edge+ from middle east... more2G/3G is going to work fine. However I can't comment on 4G as it requires checking the local LTE band frequency in Europe and then comparing it with the LTE Bands on the phone you are getting from Lebanon.
