Very nice phone, the performance is good, Speed is good, Battery backup is good

Samsung S3 neo is dual sim, I just want to know, if sim 1 is used as data, then sim 2 can make a call or recived a call while using data at the same time?

I also don't know why the mobile manufacturers are doing like this. There may be difference in the supported mobile network frequencies. But why in mobile specifications?. I can't understand.
