1. Display:
Redmi 9 display may be FHD & most people will wrongfully say it's better. Its display is bad in terms of outdoor visibility (328nits) & colour accuracy (4.5 - 6.7).
Realme 5i has better outdoor visibility & colour accuracy. HD or 720p display don't look much different than FHD display at hand-distance, as long as phone screen isn't too big.
In watching movies, Realme 5i will show you better colours while Redmi 9 will show you sharper videos. Personally, I'd prefer better colours & visibility.
2. Camera:
Realme 5i has MUCH better camera than Redmi 9.
Main camera:
Realme 5i has 1.8, 1/2.9 apertures & 1.25um. Meaning, it can capture much better details & light than Redmi 9.
Secondly, Realme 5i can record 4K videos & has Eis (video stabilisation), while Redmi 9 can only record in 1080, 30FPS without stabilisation.
Selfie Camera:
Both phones only have 8MP selfie camera.
Finally, both phones support Gcam which makes camera quality much much better than Stock Camera. But Gcam has "Viewfinder Lag" in most Mediatek devices, so Gcam works better on Snapdragon devices.
My friend has Realme 5i and I asked him about cameras and he said "they're great". He has a good idea about cameras in this price as well, but I doubt selfie camera is good though. 8MP can't be good.
3. Scree Mirroring:
Redmi 9 allows you to mirror videos from phone to TV/other screens at 1080p resolution (Widevine L1) and it has IR Blaster, so you can use it as a remote for TV, AC & other stuff as well.
Realme 5i also lets you mirror videos, but at 720p resolution. Which isn't bad for watching videos on TV but still not as good. It doesn't have IR Blaster.
4. Gyro Sensor:
Realme 5i has real Gyro sensor, so you can use VR Apps/Games that are trending right now.
Redmi 9 has "Virtual Gyro", which doesn't let you use majority of VR apps.
Verdict:
If you live in Pakistan, I only recommend Redmi 9 if you're buying 3,32GB version for 21,000.
In 27-28,500, your best options are:
Realme 6i (Best performance, good cameras, only shortcoming is 720p screen mirroring & no 4K video recording).
Nokia 7 Plus (Best camera & display, has Gyro, maximum Gcam compatibility, 1080p mirroring, Aluminium body).
Or if you can increase your budget slightly (32k):
Realme 5 Pro (Incredible gaming performance, cameras & features including 1080p mirroring, 4K videos & so on).
Xiaomi Mi A3 (Very good cameras with 4K videos, Aluminum body. Shortcoming is display quality).

Color OS & Realme OS take 6-8GB & don't have bloatwares. My 1 year old Realme 3 only loses 0-2% battery at night.

I haven't used both phones but I'll try to help. There are 6 things to consider:
1. Resolution:
Redmi 9 has FHD display, which is sharper & clearer.
Tecno Camon 15 has HD display, but HD displays aren't as bad as people say. You won't see "pixels or boxes" at normal hand distance.
2. Pixel Per Inch:
Redmi 9 has 395ppi, which makes it better capable of showing more details & quality.
Tecno Camon 15 has 266ppi, which is notably lower.
3. Display Size:
Redmi 9 display size is 5.43 inches.
Tecno Camon 15 display size is 5.54 inches.
720p display doesn't look "too much different" than 1080p display if the display size is 5.1 inches or less, unless you care a lot about displays.
In this case, as Tecno Camon 15 display is 5.54 inches, there will definitely be notable difference if you compare Redmi 9 & Tecno Camon 15 side by side.
4. Black & White levels:
Some displays don't show good enough details of black objects on the screen to see them clearly.
Unfortunately, there isn't enough information to compare this.
5. Nits or Brightness:
Redmi 9 has 330nits, which is quite low. It goes up to 420nits with ambient light, but that doesn't improve the visibility much. It goes as low as 1.4 nits, which is excellent for using in dark.
Tecno Camon 15 nits are unknown.
I've used a phone with 385nits & I never had trouble using that phone under the Sun. I could navigate, call, read & type messages without any trouble under sunlight.
My guess is that this phone will struggle a little with visibility under sunlight, but it'll depend on what you're trying to do.
If you're looking to do something demanding like playing PUBG under Sunlight, you'll definitely have to look for a deep shade or go inside. For this kind of use, you likely need 450nits brightness or higher.
6. Contrast Ratio:
Redmi 9 contrast ratio is 1500:1, which is among best you can find in this price.
Tecno Camon 15 contrast ratio is unknown.
Redmi 9 has 3 contrast settings as well, though the Standard Setting is recommended to cover up its "Blue tint" while maintaining colour accuracy.
Conclusion:
There is some key missing information, but we can agree from the info available that Tecno Camon 15 display is at disadvantage.
Although, Redmi 9 display seems better than Tecno Camon 15, it's far from being the best or ideal display in this price - even when compared to some 720p display phones.

Please answer if you have used both phones and i know camon 15 is HD display and redmi 9 has FHD display.

The display color looks a lottle yellowish and the camera is not that good as it struggles.. it is a bit bkurred or not that sharp compare to other budget fones like realme c3.
But the battery is very nice and the speaker is great..

Have been using this phone for about 5 days now and my honest opinion is that the phone is very nice and arguably the best at it price, the display is fantastic, sound quality is wonderful, battery last for about a day and half via heavy usage, performance is very good, design is very nice, the downside about this phone is that the brightness is not very good under direct sunlight but nothing to worry about because is useable stil, it gets to 420 nit brightness on automatic brightness which is pretty good under direct sunlight, the truth is that this is the best phone you can ever buy for this price that will give you all what you want on a budget phone!! My honest opinion..
