OIS is extremely useful in low light scenarios because you can reduce shutter speed and ISO to achieve low-noise images. OIS is also important for long-exposure, low-light photography. That's why my 10T and 10T Pro has ideal camera setup for Astrophotography:

*but not "garbo pics" since you could just use stabilizers and faster shutter speeds and higher ISO in manual/pro mode to compensate in low-light situations.

It's to eliminate blurry images as the lenses adapts to movements as the pictures are taken. Lowlight conditions are to do with lenses size, how much light the sensor let's in. If you want OIS, you have to pay well over 500 quid. It's not a feature on any midrange phones really. If a midrange phone has OIS, cutbacks ate made elsewhere, for example, lower quality LCD screen or an average processor.
