Can someone tell me why an already certified smartphone needs another certification when it gets a software update?

It will be impossible for them to update every one of them at the same time. I guess this is what you get for flooding the market. My advice is that if you own Samsung, don't worry about updates. Anyway updating your phone will only slow it down in the long run.

With the many cash and resources Samsung has I can't see why they can't stream line or push out global update to all their phones to the latest Android N 7.1
