It's just because Apple doesn't want us to see that Siri loads slower than it does on an iPhone 4S or iPhone 5. And because Apple needs reasons to get their users to buy a newer iPhone, so they can milk more money out of their users.
Why can Google Now run on any Android phones while Siri can't?
Is that because Apple is bad at making things runs on slower hardware?
EDIT: And you just failed horribly to see that i'm not talking about Google Voice. I'm talking about Google Now.

EDIT 2: Samsung just showed that they let their users with older Galaxy phones get the new features the newest Galaxy phones gets.
I got most of the same features the Galaxy S III got on my Samsung Galaxy Note. And i got this officially from Samsung to.
Things like this will never ever happen on iOS. Because Apple thinks more about their money than they thinks about their users.

yah sure Galaxy SIII user will get them like never... those are key selling points so don't expect them too soon on SGS3!! We all know that Samsung would rather get a new device with the same specs than rather rooling out new software for the existing ones. Example Samsung Galaxy tab 10.1 has android 3.0. Do you want Android 4.0 or better? you need to get a tab 2 10.1 for that.. so what's the point?

Also it's the additional feature that apple is trying to promote by having it on the 4s and above. It's a marketing tactic. "we need to do something about the 4s that the 4 doesn't have so at least its worth the upgrade if the consumers want to do it. " Samsung has been doing this for years! Why don't you hate them, you hateful samsung users! Just like the s3 to the s2, 2 completely different phones, samsung did this, so the s3 can be different from the s2!
oh yea, your google voice, epic fail. It barely works on any pre 2011 phones and tablets.

At least Samsung is not cocky as Apple is where they don't allow you to run Siri on an iPhone 4 while you can do it on an iPhone 4S.
Siri is just a software in the same way as Google Now is. Google Now can run on ANY Android phones.

It would make more sense for current S2 users to upgrade to S4 and the S3's to the S5, given the contract is 2 years each time it'll be nice timing.
