If it's priced at ~200-250$.. maybe they can reclaim a part of their past market share, yeah - that'd actually be a very good strategy. Just market it well internationally because price matters the least in the US, where phones get carrier subsidized anyway.
I guess if it was supposed to be any more expensive than 250$ they'd pack the quad core S4 there, which is only a few bucks more expensive and already powers the 299$ Nexus 4.
