Naaa it would be well enough with S4 (snapdragon), S4 active, S4 mini and S4 GPE. And Galaxy J, but I do not really see that as an S4.

They don't use Qualcomm chips because they're cheaper, they use them because they're better. Snapdragon 800 DOES use high-K metal gate process. Also, lets look at a more relevant, realistic benchmark--GFXbench: http://gfxbench.com/device.jsp?benchmark=gfx27&D=Samsung%20SM-G910

You'll notice the Snapdragon outscores the Exynos.
Simply put, Samsung screwed up ROYALLY on this generation of Exynos processors. The CCI is busted, so the big.LITTLE cluster migration doesn't work they way it's supposed to. The A15 CPU cores run too hot, so battery life isn't as good as Snapdragon. The off-the-shelf ARM GPUs they use can't stand up to Adreno.
They'd have to use Qualcomm tech for the radios anyway. Really, Qualcomm has put themselves into a position where it's really just foolish to NOT use their processors. They have by far the best solution, in an all-in-one package. The only SoC that rivals Snapdragon is Apple's A-series, and they don't license those out.

when you ever going to release Exynos + LTE like the one in Note II and it was the best phone ever!
Why you use cheaper chips "Qualcomm" instead of yours high saturated K+ chip Exynos which is always better.
