I don't have apple re-seller in my country (Libya-North africa), so If I bought the ipad mini cellular 4G with at&t carrier from USA through "store.apple.com", you think it will works with my 3G network? or at&t is locked and there is no way to use it outside USA??

Wi-fi Version: You can use in internet using wifi, all apps for ipad is also available. No slot for Sim card (Nano Sim.
Cellular Version: You can use for internet either wi-fi or data of 3G/4G of your cellphone network. You can also make call and sms because it has a slot for sim card (nano sim)

Like... moreno, its not iPhone, so its not a PHONE, you can NOT call even its iPad 3G/4G/LTE (circular) not to say NO sms.
But in iOs there's is a function called iMessage which work similar as LINE/Whatsapp/ICQ/MSN/etc which you can send message/picture to another iOS (iPhone or iPad with iOS 5 and above only) user in a wifi/internet/3G/4G/LTE environment.

Btw if you mean "making call" by using skype or viber, yes, it can be done.
