if it is a micro sim then there should be no problem.
or maybe it is not Inserted Propperly,
why not go to the apple store and try ask for help.

@Arpit increase ur budget by 2-3k and go for iphone 4s or else go for grand 2 if u cant increase budget.

Amazing phone considering its a 4 year old .
iOS 7 is slow because its a single core phone, 7.1 improves the performance tho. Siri and Transperency can be installed from Cydia btw .

Dear I phone 4 users,
I had recently installed iOS 7 on my handset and its the worst operating system I have ever experienced. When I had iOS 6.1.3 it was the best os my phone had. Those of you planning to upgrade to iOS 7 please do not do it because it totally sucks
It drains the battery to the maximum you will have to charge your handset min 5 times a day
It hangs more than an android phone
For everything you have to go on to iTunes's even more than ever
The white light will give u a splitting headache
Moreover you cannot come back to iOS 6 even after a factory reset or phone restore
