Restart the phone.... to me it happens when an update is available and I select update and on the same time wifi or lte signals lost (e.g i am in a lift) so the update stucks and also cancel and re-updating does not.....
I restarted and problem solved

I upgaraded my iphone 6s into ios 9.3 after tht, i cant download apps its shows waiting
