I encountered this same issue but I used an external network to resolve mine. So connect to a fast Network via WiFi and you're good. It'll just go through!

Go to your SMS Service Centre under messages on your phone, remove 1 or 2 zero's from numbers displayed, this will automatically disable your line from sending any SMS and there would be no deductions anymore, you will keep receiving SMS but if ...
