Image quality also depends upon the UI of the phone,if it can't optimise the system along with camera then even having 48 MP camera won't make sense

You're aware that megapixels aren't the sole indicator for image quality, right? Better look at sensor size, aperture size and lens type which are much more detrimental for the image quality, and are all superior for the rear camera vs the ...
