Have you heard about the advancements in System on Chip (SoC) technology? The more efficient the SoC, the less power it consumes, allowing for smaller batteries to deliver the same or even better performance compared to a phone with a 5000mAh battery...
I'm not convinced about battery life getting better with smaller capacity, because it never happened to me unlike how they advertise.
If you play a game on both of the devices, the one with smaller capacity will have shorter life for sure.
