First, 10 cores run together if they need...if not, they won't...core that doesn't run, doesn't consume.
Second, 8 cores on the 10 are low power Cortex A53. These eight small cores consumption is maybe a third of big cores. Due to the frequency, these 8A53 consumes probably less power than the two big A72 cores
Third, there's even one more core to run light tasks...a Cortex M4. Consumption is even lower for playing mp3 for exemple.
