A bootleg FTF file of this software has being available for almost 8 months from the guys at XDA in their flashtool/Xperifirm software. Meaning sony already had created it but it was just not released/approved by the carrier.

VZW delayed the roll out of 5.1.1.
Sony has a track record of updating to a new OS quickly.
