Want to see how they produce great colors and noiseless pics on f2.4 . They would need to use f1.5 shots at least to improve that.

Samsung designed that ISOCELL to have different build to avoid patent issues. Less efficient process.
This new imx is probably just an updated version of the sensor inside s8, with same specs.
IMX400 can do 1000fps @1080p for a moment, 4k@60 or 240fps@1080 continuously.
But SD820/835 could not handle this.

It is up to who's using to try to extract all the potential sensor has.
Check the GSMArena photo comparison tool. The samples of Pixel 2 are awful. Same for iphone X.
XZ1 and Note 8 kill any other phones.

And since Sony has experience in it, it would make the job much easier for Samsung.

Sony makes the sensor, then others buy what they want. A catalogue..
It is not just manufacturer deal like Samsung/Qualcomm for Snapdragon.

The gsmarena article made a minor mistake.
"Samsung GALAXY S9+ Major camera:IMX345 F/1.4 1/2.55 12MP", is what the poster said.
That the primary camera is f1.4 on the S9+, and it would be a given that the secondary camera would have a lower f-stop to help with zoom.

I am guessing Samsung will designed the sensor, and Sony is doing the manufacturing.
