This has the potential to impact ZTE's business in a big way.

It is not so good for ZTE export since the customers will be skeptical for non Quallcom chipsets. But on the other hand, ZTE has the full potential to build their own. And perhaps in the end such restrictions will ruin the business of Quallcom itself. ZTE and Huawei are the leading developers and manufacturers of carriers equipment. They are ready with 5g. US government is protecting Intel and Apple with those bans. They are not ready to build 5g networks, but in the US they won't let foreign company to build the network.
But in my opinion, finally the customers will win, since ZTE will come out with a better product, Quallcom will lose its positions and they will sell it to a chinese company not because someone wants it, but because they have patents. The business will go to China and a lot of people will lose their jobs in US. But only the people from countries with gas have to worry for such things.

Perhaps ZTE will begin making chips in-house, though that is extremely unlikely. I wonder if MediaTek has improved in the 3 years I've been ignoring them.
