There are some actions Huawei can take:
1) Sue the government of The USA, and by winning; win-back losses, legal fees, punitive charges, and reverse the decision.
2) Use the Communist People's Republic of China to retaliate in "trade-war" which will cause The USA pressure/damage and reverse the decision.
3) Disregard the injunction, and steal software from Google and (somehow) ship bootleg PlayStore in their international devices. Buy alternative chips outside USA, or steal the technology and make them in-house, and keep business running.
4) Forget about North America, Europe, and Australias. Focus on China, and neighbouring countries like in SE-Asia. Change business model less like Samsung and more like Xiaomi.
5) Agree for reform, where Huawei does fix the security issues and backdoors of their devices/services, and pledges to be an independent company, away from the influence of China. Such that when "Chinese FBI" storm your HQ, you prefer to be shot/imprisoned and refuse cooperation unless the information the PRoC is fair, not threat to other nations, and is a proper warrant signed by a judge. Right now, China's laws stipulates that all companies in China are property of China, and can be searched, seized, or taken control of without any recourse... hence, why Huawei in its current form is a national threat to USA and other nation states.
Most likely scenario is going to be Choice #2, mixed in with some heavy fines, pinky swearing, and some USA Citizens taking work positions at Huawei to report back any misconduct. Kind of like the ZTE fiasco but on a much heavier level. It will be interesting times for the stock market, and people may use this as an excuse for the 2019-2020 Global Recession which has looked imminent since 2013.

I think an OS similar to BBOS10 or Fire OS with a regularly updated app store able to run APKs or Huawei native apps, with as many measures as possible to have fast app updates would be Huawei best option. They can't make the same mistake as WP10 and BbOS by failing to invest in they're app store
