This is a bit more complex. Whether you agree with Trump or not, US security agencies see a threat.
The phone thing is just what is visible to the consumers, but a much smaller threat. That part is merely a pressure point.
The real worry is the 5G infrastructure, because Huawei has been a big player in that. There have been security problems with their 5G equipment, but the real concern is what is hidden inside the backbone equipment. Being potentially able to scoop up massive amounts of information, or essentially shut down mobile communications is definitely NOT out of the question for an untrustworthy source that is tightly bound to the Chinese government.

So, I don't think is going to work.
BTW, the lack of apps killed Windows mobile OS.

I can imagine not getting major Android updates (not a tragedy), but no way without having access to Play Store apps.

Something they could do with Xiaomi and others in the future if they are interested ... There will still be people looking for invisible chemical weapons in a certain country when in reality it was oil that interested ...
One of the movements that this could cause is that if Huawei decides to license its SoCs and modems to steal market from Qualcomm and Samsung, in addition to offering them at a better price locally in China, making Chinese manufacturers less dependent on foreign countries with good chinese SoCs, and break ties with non-Chinese companies that are not desirable and can give problems due to their governments.

Wouldn't it be an excellent move for Chinese government to demand Chinese OEMs to ditch android and develop their own OS? Chinese OEMs all together make more than half of the android market, and they all have more than enough experience molding android and creating skins so they all together should have more than enough resources for this. They just need to do a hell of a good work to guarantee its security, promoting it and offering tools for developers to work with it just as Google does.
Man I wish this would happen but the main problem is see here is that software earning the customers trust.

There is a key thing that any OS except Android and iOS lacks: and that is support from app developers.
Huawei is in no position for global domination if it launches a phone without play store or with its own home-grown OS and its own app ecosystem, mark my words.
Sure, Huawei in China has its own apps/OS, but given an alternative, I am sure most people outside China would prefer to use the more polished and clearly better alternative- Android, Google Apps and Google Play store.
Even if studios who created games like PUBG and Fortnite (Epic) want to get behind the second OS, I am sure Huawei will have to bear significant costs of development of their whole new app. Creating an OS is very different from creating an Android skin. It has to be good from the core, speak well with the chipset and other hardware components, and not have major bugs. Android has had several iterations to refine itself, I am not sure how a new OS can match that level of fluidity, functionality, optimization and smoothness now.
Lastly, we have the case study of Microsoft itself. If a huge software behemoth like that could not interest developers, I am not sure how Huawei, a hardware player, for the most part, could even possibly think of developing an OS and an app ecosystem that can compete with Android on a global scale.
Same is the case with Amazon. The famous software developer of several cloud services is rather struggling for market share in the mobile/tablet space. Even when a FireHD tablet can be picked for $20-$30 with discounts, there really aren't many takers for the Fire OS. That is, in spite of it being a forked version of Android (so it would have been easier for developers to develop apps for fire os).
Like it or hate it, 80%-85% of the smartphone market is dominated by Android for a reason. It is not a fluke. Several alternatives arose and turned to dust. iOS survived because of Steve Job's foresight, superb optimization, hardware-software coordination and a healthy headstart.
Hence, it is in the best interest of Huawei to simply accept any sanctions of the US government and get back to selling devices compatible with the Google play store.
It is sad, but it is what it is.
