It's not clear if it will be reinstated during the 90-day delay in the ban on Huawei trading with US companies.

          No one knows what Huawei have for Huawei users.
          We dont know what we dont know... Im sure they will surprise the world again and even our fantasy cant guees what will happen.
          They have much better tech and are far behind US to (5g etc.)
          Lets talk about this in late 2019 again, and we can talk about the big loose for Trump again, maybe for Android/Google/USA to, if all Chinese smartphone brand switch to a new Huawei OS.

Apps are created to run on specific android version, eg. android kitkat and above (most common). so not having android 10/Q is not a problem. unless the "stupid" developer decided their app not to run on earlier android version is a big mistake.

                  Huawei can still get the update from the android source project albeit it won't have the Google licensed apps.

Btw, not sure whether this ban is permanent, Huawei may ressurect from this slump without notice.

                            I think all Chinese brand will stick with Huawei OS and then Android will be hmmmm.
                            We will see what will happen.

                              Huawei device owners should be compensated by Google & US government !

                                Stock Android is usually a couple of iterations behind OEMs' features anyway.
                                As long as security updates are provided then it's a non-issue.

                                      Doesn't matter if it gets Android Q or not because they only add features in EMUI skin updates
