Think bigger. You have already fun base. Make your own user system, and add some functionality that users log and visit GSMArena even more. App store, rumor area, lottery or other game with prices, user ideas, user needs area, etc... maybe??

I see limiting voting to identified users is best taken option. Why you limit yourself to those with facebook account? You already have rich starting grounds to build your own database.

What about requiring an ID of some kind?
If you look at stackoverflow they give a whole load of options to authenticate against when logging in:
- Google
- Yahoo
- MyOpenID
- facebook
- stackExchange
Most people will have at least one of the above accounts.
this advantages of this (only one vote per person) would have to be weighed against its disadvantages (less people may vote because they have to login)

I think you have to completely change it.Make ratings of two types-Highest Votes and Highest Points.Ask for e-mail id.Tracking IP address can also solve it.I don't know much,but please see how Zynga does it in Cityville.
I think you should make it a 1-vote per mail for every phone.For those who have multiple e-mail,you can track the IP Address.If this is not done,Please check too high or too low ratings or all same.

Hi step 2 is good.for pepole who dont have facebook account we can ask user to leave his email id and only if he validates with email id he can vote.

u can marge option 2 and 3 partially and make new way. it can be like until 10000 votes ( it can be any ), no login required afterwords, facebook login ll be mandatory. its can solve con about less popular phone and for popular phones, results ll be accurate..

You should begin accepting votes based on IP, that way, someone can only vote once for a phone. The only problem is the logistics of such a thing. I don't know how complicated it is.

Go with the first one.
Because why do you want the third person to hit the database every time. Its costly right. And you don't have the necessary to have specific users.
Try with first one, if not go for the third one.
Second option is unnecessary.
