You can just add CAPTCHA to the voting system. To manipulate the voting system it would really be a hectic job, entering different captcha manually. Though you have to consider all vote from scratch.

Voting should be based on IP address and blocked from then (blocking them from multiple hits).

Better to start from zero, it will make a temporary gap but will return the investment in the future, the negative votes should not exist because there is no phone device that deserves to be hated, you like it you rate it, you dont like it dont vote it, simple. Voting by a Facebook account with the right of only one vote per unit should bring accurate results

Another thing we can do is have two ratings. One from the users and another from you GSMarena guys. That way we'll have a comparison between user opinion and expert opinion.

Have everyone sign in first is the best option. There's only so much we can do against very talented fanboys.
If you're up against a very dedicated fanboy/s with high level skills in programming they can easily break into any kind of safety measure we can implement.
So having them sign-up/sign-in first will require them to have multiple accounts and that would be a bit tedious for them, unless like earlier stated, they are very dedicated.

The most simple and effective defense solution is CAPTCHA pre vote confirm and + THREE CLASS phone system vote - low spec (1-3) - mid spec(3-7) - high spec(7-10) phones. Example: you cant vote Galaxy S2 less than mark 7 grade... you cant vote Galaxy S less than grade 3, etc.

IMEI suggestion is a clever suggestion, considering that there is the International Numbering Plan database free to access.
Otherwise I would say 2, but allowing more than just facebook users. Windows Live, Google and other platforms would be welcomed.
About the cons I'd like to see a sort of random phone picker on every page, on the right, allowing the user to vote for that specific phone. Eg: i'm reading some news and on the right column a "What do you think about Pantech GB200?" with the posibility to vote. A con would be that someone, seeing an old unknown phone might say "Uck, what's this? Pure vintage s*it, 1!".

I think the option 3 is good.
Although I have an idea, I think you can use an alternate voting/rating system limited only to the website editors..like in download.com..they have two types of ratings, ones with the downloaders and the other with the editors..which gives a professional look and a feel of "trusted" kind of a review..
still u have to use option 3, only positive rating is also good..

Well I think I might have a good solution for you:
Allow voting only accompanied comments and set up a min. character lenght. You can implement an easy filter for copy & paste comments/votes and you also will be able to identify spammers or these "fanboys" much easier and filter them out.

4) Introduce captcha... There's a reason people put captcha in their contact us mails... And that is to reduce annoying duplicates/computerized voting.
Furthermore, add:
I want this, I have this and I had this.
It is much more interactive and fun-reading. Integrate this alongside with the current system, but this one should be for registered users only...
