Team, I would suggest to send a validation mail to email ID and accept the vote!!! Simple :)
If we have enough fund, send sms code to mobile or email and accept the vote :)

I think the better option would be to track votes via IMEI number, and allow users to vote only via their phones. Create a mobile app for voting.

OR YOU COULD...
let only Signed up people to vote. only once. and that only after they select a mobile phone in a "I own a *name here* phone and more info about it, like what carries they use etc. but that would require a world wide carrier database. But it's much better than what you guys have now.

First of all ONLY those who have actually seen the phone in REAL should vote. Otherwise voting has no meaning. How can any one vote on performance even before the phone is available in the market? Just eliminate this "voting" that has no meaning from your page

the third one. but If there is a way of identifying a device among other devices of thesame model u should use this. You can also make registration easier and without fb.

Looks like number 3 is the best option at the moment. But you can try to fix that by IP tracking system so system will know if you vote for second time which gives you only one time access to the voting system but don't know if that would be accurate.

option 2!!! online logged in users make more sense but instead of limiting it to users with facebook accounts only, you could allow users to log in/sign up with an email address too. this way, more people can be part of it giving fair opinions. :d

+1 IMEI or Serial Number needed to vote.
At least that way, we know you have the phone. And obviously, you can't use the same number twice

Add captcha as well for added effect and it shud deter all but the most hardened of fanboys.
Frankly anyone who is prepared to waste their time circumnavigating all that just to influence a vote on mobiles should be identified by police and publicly shamed on all state news channels in the world for being the dickhead they are!

You Guys do reviews to phones, so based to your reviews,like battery,browser,screen,etc.etc.You guys give a limit on the vote for a single device,for example a samsung galaxy s2 international we can vote it from 1 to 10,and for a phone with poor specs,ugly look,problems with hard/software you guys put a limit,
like from 1 to 5 for example.this way require more work because is for each and single unit score,but beside yours reviews we know what model selling more,and or what model as more problems etc.etc.vote can even be separate(by you) by specs like,screen res.processor/s,camera quality or resolution. How you for example vote 9 to an lg phones ,there is no even one model that look nice !Or the new sony phone,still low performance and look funny with that
clear plastic the lit blu or so. I'll never give more than 6/7 to that phone..is ugly for me.this is an example ,so putting a limit based on reviews and full test, you guys ca nset a top score # for that unit.thanks

Change the whole system.
Instead of 1-10 points give a questionnaire with 5-8 questions and add a valid email id box as Must.
Determine the rating depending on the answers and if all answers show negative its a fake.
Add a database that records the email address and doesn't allow him/her vote for next 1 week.
Lil bit of hard work. But if you pull it off you got a good voting system.

Log in to stop multiple votes combined with parts of three.
You could get rid of them all together and assign them yourselves during reviews with some adjustments if problems show up in user comments but that seems like a lot of work to cover everything.
Waiting for release is a good idea, many times phones have been given high rankings BEFORE anyone could have had any chance to use them, if the phone is a dog the high votes remain, which can mislead people into buying junk.
I gave up on the rankings years ago and totally ignore them.
If anyone thinks this isn't an issue the top selling smartphone (iPhone 4S) is ranked at 7.7's, it's number one and bought by more people than any other smartphone.

You could try a voting system similar to YouTube or reddit, which gives an option for a thumbs up or thumbs down.
