I am a long time reader of the site, but not a registered member. I do support limiting voting to logged in members, but would ask to consider the possibility of allowing to register to the site without facebook (yes some of us out there dont really like facebook and dont want an account)
Also why not combine 2 & 3, a completely new system for logged in members only.

Facebook account+one vote per ip
Or without account but with one real ip vote+email address with post in mail confirmation

I believe third system is the best for obvious reasons.
Major point being POSITIVE INTERACTION.
Earlier I thought that second one would be good but it's biggest short coming would be the negligence of infamous phones and probably most feature phones would be deserted. Feature phones still hold a major market and almost all people I know who own a phone do refer gsmarena before buying one. So if they are not provided with complete info about the phone purpose of this Site would fail.

How about using anyone of the voting system and also scanning the user comments for positive and negative phrases or words. It will be complicated of course, but could help. But the persons commenting should not know that the comments are being scanned, or again there will be a work around.

Leave it like this only but add a new option like gsmarena's review team vote. where only you people can vote it , it will be biased and rank the phone as per the review teams vote.

only allow the voting to registred users, so they must have to login inorder to vote... this way you can solve this problem, the number of vote will be reduced, but thats not a problem.

2ND option for sure or the same issue will just rise again with the other two, people will just keep upvoteing the phone they want
