When a website says that a camera has 12 stops of dynamic range, then they mean the maximum technical dynamic range of a raw file at base Iso. This means that you can maximally see 12 stops of dynamic range of the scene at base Iso, if the camera exposes perfectly and if you edit the raw file.
It has nothing to do with how much dynamic range of the scene is actually visible(!) in the jpg (and without editing the jpg).

Looked way better than the stuff that the S20 Ultra managed. All that said, their video recording is probably the worst I have seen on a flagship device.

It is smaller than the Toshiba sensor inside Nokia 808.
1" has 116mm2.
Look below at the Panasonic CM1. It is almost size of iphone 8.
The whole module must be about 2" diameter.
It is prime lens 28mm.

FF has 12.5 DR at base ISO, iphone has 8.
Still a FF wont give you blue sky, while keeping foreground from underexposure like phones do.
Look at s20 ultra photos. Sky is navy blue in daylight.
