It's a lovely name for an OS for sure. It's just a pity you can be almost certain it's in perfect harmony with Chinese Government servers.

Android's framework included on HarmonyOS because HarmonyOS also run android app.

A system without an apps is worth nothing it will be as dead as Windowns Phone. Even without a few key ones for someone, why should customer wonder if these applications are there? He wants a fully functional device.

There were builds of Windows Phone that has an Android runtime in them yet no one claimed that Windows Phone is "based on Android."
I'm positive that even if they built an OS from scratch (or more likely another Linux based OS), they'll put an Android runtime in there for compatibility.
