Whatsapp's web app can receive messages now without your phone being available. There can't be any technical reason a second phone couldn't do it. It's more of just a preference thing on the company's part. It just makes sense to me that if I have multiple devices I should be able to log in on all of them rather than only one at a time. Whatsapp will actually block your account if you change between devices too many times in a short time period. It's all just nonsense.
