BUT … dropping the Pixel 4a, the best Pixel in recent history, already, is a big WTF moment. Not only the competing iPhone SE 2020 but even the 2 years older iPhone 8 is still supported.

The way it's written implies that you can't sideload old apps without using a command shell. As you said, you can sideload apps on Android 14. However, if you want to sideload legacy apps (target lower than a specific version), you have to use a command shell. The specific version is still unknown, but apparently it won't be higher than Android 6. In other words, you can sideload all apps whose target Android version is 6 or higher, which should cover at least 95% of apps.

No sideloading = no buy
Buy Apple instead since there's not gonna be a difference anymore
