The Xperia SP almost fits this bid, only it lacks:
1) Quad-core processor
2) IP certification
3) Removable battery
4) HDR video
5) 2GB RAM
6) Atleast 1MP front-facing camera
Honestly, though, I can live without the aforementioned. That's where the "compromise" comes in. It would be great if I didn't have a list of what it lacks.

I think the best android phone will be samsung galaxy S4, if the new version launches with snapdragon 800, otherwise nexus 5 and motorola x phone will be the new generation phones and best Android

Maximum 4.5", quad core, 2gb of RAM, 720p display is more than enough. Slim and most important thing is juice is at least 2500mAh! Barometer, humidity & gesture sensor is totally negligible. A 10MP camera will be enough to do the job.

The specs you have detailed are missing some items that should be included in the list.
Ample RAM I.e 2GB to make it future proof for Android 5.
Plenty of storage and storage expansion

even while using a Note 2, i'm still toting my older RAZR, been eyeing the RAZR HD but unfortunately Motorola is now not present here in South East Asia.

meizu mx2, meizu mx quad, xiaomi m2, m2s those are powerful quad core android smartphones with brilliant screen (better than 720p) and an adequate camera that shoots 1080p videos , all of them come with changeable back covers, brilliant UI (much better than stock imo), they have maximum 4.5 inch screen and minimum 4"... make a petition or try and raise awareness of these two chinese companies so that they feel motivated to get their phones outside china .

actually i think that the best screen size is 4.5 to 5 inches to really enjoy all about the phone tablets doesnt work for me and small screen when u have a big screen phone become nothing, i dont know anybody who use a big one, use a small one again

4,2" (Razor i or OT-995) for me is still a bit too big but it's better than any 5" phone... I love the size of my small Xperia X8 but the screen is just too small (not to mention the specs).
