Like pointed out in the comments you have to take into account that china is the biggest smartphone market in the world.
Back when Google apps were blocked on Huawei phones majority of people predicted the end for Huawei....but truth is the Chinese market alone is enough for Huawei to survive.
In China they are not dependent on western android apps since they just replace it with their own comparable Chinese version. And for security reasons I guess that state employees don't use any western OS that has backdoors for foreign intelligence services. So Harmony next will probably be used by state officials as their primary smartphone OS whereas android and iOS will be banned for professional use.

Unlike Xiaomi's "HyperOS" which is a barely renamed android OS. THIS will make competition war begin! Of course, that if we see it globally.
I don't hate Huawei, but.. I do wish if countries banned EMUI just so Huawei will be forced to release this OS globally. We're in dire need for a competition in software front.

Keep this baking for a few years before making it global. Build up app support, get some big companies on it, and allow 3rd party app stores. Thus could bd a huge competitor in 4-5 years.

So therefore it doesn't really matter. On on a global scale it cases problems, but Harmony OS thrives in China.

If Samsung failed in the early days of android (anyone remember limo? Bada?) Huawei surely wants to exterminate any options to sell again outside of China.

Harmony has a literal Chinese economy that survives with no Google whatsoever to back it up
All major Google apps are banned and replaced with Chinese equivalents from twitter etc etc
I can never understand why people expect the same fate as windowd
